Abstract

Prime Minister Stephen Harper’s visit to India in November 2009 comes at a time when Canada-India relations are on an upturn, with past tensions over nuclear issues resolved. For Canada, India’s rapid economic growth offers the prospect of greatly increased business ties. For India, Canadian resources and access to the North American market hold great attraction. The Indo-Canadian community offers a bridge that both countries can use to develop closer cooperation. Tertiary education is one area where closer ties can offer benefits to both countries.

Mr. Malone’s piece does a good job of covering a range of issues very succinctly. One issue that he raised was the counter-productive competition between Canadian provinces in the arena of attracting Indian students to Canadian institutions. I think this is a pointed problem, highlighting some of the age old complications of Canadian federalism. A key issue of complaint from South Asian states has always been the unnaturally high rate of rejection for student visas - even when those students have been accepted to Canadian institutions with impressive funding packages. Solving the visa issue might be a good first step - at the very least, more manageable than federal-provincial relations.Mr. Malone’s piece does a good job of covering a range of issues very succinctly.
