Abstract

With Canada and India both gearing up for the withdrawal of Canadian and some US troops from Afghanistan in 2011, the authors explore the strategic dilemmas which face both countries. Ottawa and New Delhi each plan to maintain strong aid programs in Afghanistan post-2011, but are struggling to determine how to balance development aid with security. Despite these shared circumstances, history and geopolitics suggest that opportunities for Canada-India collaboration are few. Canada-India relations

Canada-India relations shouldn’t be unipolar. In a different situation they could have cooperated on a Buffalo aircraft program, with Australia, instead of India rebuilding An-32’s with Ukraine. UAVs are another potential cooperation area, with a tech input. The Indian education system can learn from the Canadian education system (both have ruts that can be left behind). In particular remote and computer-based learning are opportunity areas in India. The Athabasca University model could be very useful in India.Canada-India relations shouldn’t be unipolar.
