Le programme Chercheurs invités indo-pacifiques de la FAP Canada invite des leaders intellectuels éminents d’Asie au Canada pour partager leurs analyses et expertises sur les enjeux de sécurité, technologiques et économiques de la région indo-pacifique.
Soutenu par le gouvernement du Canada, ce programme enrichit le débat public et le processus politique canadien d’analyses asiatiques de référence, tout en présentant aux voix influentes de l’Indo-Pacifique les priorités et atouts du Canada. En accueillant chaque année trois analystes de premier plan pour une visite organisée dans plusieurs villes, le programme remplit une double fonction :
1. Éclairer les Canadiens – décideurs politiques, chefs d’entreprise, experts de groupes de réflexion, médias et grand public – sur les tendances stratégiques, économiques et technologiques émergentes en Asie ; et
2. Permettre à ces chercheurs d’intégrer les perspectives canadiennes dans leurs travaux une fois de retour chez eux, amplifiant ainsi la visibilité du Canada dans les débats régionaux à long terme.
Les chercheurs participeront à à un ensemble d'événements publics et privés, favorisant ainsi un échange direct d’idées sur les forces qui façonnent l’Indo-Pacifique et leurs implications pour l’engagement du Canada dans cette région. Ce programme vise à tisser des relations durables, à approfondir les connaissances pertinentes pour les politiques publiques et à renforcer les liens du Canada avec les leaders de la région indo-pacifique.
Indo-Pacific Visiting Scholars
Lina A. Alexandra, Head of Department, International Relations, Centre for Strategic and International Studies (CSIS) (April 2026) | Indonesia
Lina A. Alexandra is currently the Head of Department of International Relations, Centre for Strategic and International Studies (CSIS) based in Jakarta. She also holds the position as the Co-ordinator for CSIS Myanmar Initiative Programme. Her research interests include Indonesian foreign policy, conflict resolution, peacekeeping, peacebuilding, human rights, and atrocities prevention in Southeast Asia. She obtained her Master of International Studies, specializing in Peace and Conflict Resolution in 2006 and PhD in 2020 both from the School of Political Science and International Studies, University of Queensland, Australia. Muhammad Habib Abiyan Dzakwan, Researcher, Department of International Relations, Centre for Strategic and International Studies (CSIS) (April 2026) | Indonesia
Muhammad Habib Abiyan Dzakwan is a researcher at the Department of International Relations, CSIS Indonesia. He holds a Master of Arts in International Economics and General International Relations from the Johns Hopkins University SAIS. His opinion pieces have appeared in outlets including The Diplomat, East Asia Forum, ISEAS Fulcrum, China Daily, among others. His research focuses on critical minerals and emerging technologies, geoeconomics and political economy, and Indonesia’s foreign policy. Andrew Wiguna Mantong, Researcher, Department of International Relations, Centre for Strategic and International Studies (CSIS) (April 2026) | Indonesia
Andrew Wiguna Mantong joined CSIS in January 2016. Prior to joining CSIS he served as the Secretary of Undergraduate Program at the Department of International Relations, Universitas Indonesia. His research experience and activities include topics such as the uses of developmental measures for foreign policy and counter-terrorism objectives, cyberpolitics, non-traditional security, state-society relations, ASEAN and Indonesian foreign policy. He also teaches some international relations related courses on foreign policy, global civil society, theory and methodology at the Faculty of Social and Political Science, Universitas Indonesia. He obtained bachelor’s degree in international relations from Universitas Indonesia in 2008 his Master in International Relations from S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University, Singapore, in 2012. Latest publications.
CSIS Visiting Scholars Canadian Itinerary
Richard Heydarian (September 2025) | Philippines
APF Canada's second Indo-Pacific Visiting Scholar is Richard Heydarian, a Philippine political scientist, author, media personality, and public intellectual, who will visit Winnipeg, Ottawa, and Vancouver from September 8 to 15, 2025, to engage with Canadian policymakers, academics, business leaders, and the public on pressing regional and global issues.
Mr. Heydarian is widely recognized as a leading voice on Philippine politics, ASEAN, Asian geopolitics, and populism. He has written for The New York Times, Foreign Affairs, and The Guardian, and is a frequent commentator for Al Jazeera, BBC, Bloomberg, CNN International, and CNBC. His thought leadership has shaped global conversations on Southeast Asia’s future.
His visit comes at a pivotal moment for Canada-Philippines relations as the two countries pursue a free trade agreement and explore deeper co-operation in security, technology, and people-to-people ties. With the Philippines set to chair ASEAN in 2026, Heydarian’s insights will help illuminate opportunities for collaboration in advancing shared democratic and regional priorities.

Raja Mohan (March 2025) | India
Inaugural Indo-Pacific Visiting Scholar is Dr. C. Raja Mohan, one of India’s foremost strategic thinkers. His week-long tour of Canada in March 2025 covered Montréal, Toronto, Waterloo, and Ottawa, and featured seven engagements tailored to federal officials, provincial agencies, industry executives, academics, students, and the general public.
The inaugural tour provided value to Canadian stakeholders seeking guidance on Canada-India relations, while giving Dr. Mohan first-hand exposure to Canadian perspectives that now inform his writing and advisory work in India.
