Dr. Gabrielle “Gabby” Serafini is a global citizen, entrepreneur, and digital health innovator whose career spans three decades across multiple continents. As Co-Founder and CEO of WelTel Health, she has guided the company from a fully self-funded startup to a sustainable growth enterprise delivering proven, scalable solutions across thirteen countries, including the United States, Canada, Rwanda, New Zealand, Peru, and others. 

Under her leadership, WelTel has become a recognized pioneer in digital health equity, combining measurable health outcomes with operational sustainability. The company’s evidence-based platform has demonstrated its capacity to strengthen health systems, improve patient engagement and health outcomes, and deliver high social return on investment, positioning WelTel at the intersection of global health innovation and impact-driven business growth. Gabby has secured strategic partnerships and grant funding from organizations such as Grand Challenges Canada, NIH, CIHR, and USAID, while cultivating international collaborations through Asia Pacific Foundation of Canada missions to Taiwan, Vietnam, and Singapore. 

Drawing on extensive field experience, from post-conflict regions in Africa to Indigenous communities in Canada and New Zealand, and urban centers in Los Angeles, Gabby brings a profound understanding of the social and structural challenges that shape access to care. During the COVID-19 pandemic, she led the national-scale deployment of WelTel’s digital health platform in Rwanda, ensuring care continuity during one of the most strained moments in health system history. Since then, WelTel has supported responses to Ebola, mpox, and Marburg, as well as long-term management of chronic and non-communicable diseases across Africa and beyond. 

A mission-driven entrepreneur, Gabby is deeply committed to building a globally scalable, impact-first enterprise. She leads with authenticity and evidence, championing a relationship-based model of digital care that strengthens the human connection between patients and providers. Under her vision, WelTel is advancing a new standard for digital health, one that aligns technology development and deployment with evidence, trust, inclusivity, and measurable community empowerment. 

Dr. Serafini’s leadership has been recognized globally, including her invitation to speak on the “Women Leading in Health Tech” panel at the United Nations Women’s Entrepreneurship Day Organization Summit, and through awards honouring women in technology and social innovation. Harnessing the credibility of proven field results and a sustainable business model, she continues to lead WelTel’s mission to bridge the last mile of digital health while generating lasting value for both investors and communities worldwide.
