Gary Xie

Gary’s work focuses on helping Canada build strategic economic capacity in a world increasingly shaped by geopolitical competition. At AME, he connects critical minerals, capital markets and industrial policy with the changing global economy. Previously, Gary served as Senior Advisor to Ministers in the Government of Canada, working on natural resources and international development. Earlier, he worked at the World Bank and at Brookings Institution’s John L. Thornton China Centre. Gary is a co-author of the 2026 IMF Working Paper Institutions for Industrial Policy. He graduated from the University of Cambridge and Georgetown University’s School of Foreign Service and was a Yenching Scholar at Peking University.
