Michael Sinocruz

Director, Energy Policy and Planning Bureau, Department of Energy (Government of the Philippines)

Director Michael Sinocruz currently heads the Energy Policy and Planning Bureau (EPPB) of the Department of Energy (DOE). As part of the Philippines’ ASEAN Chairship responsibilities, he leads the Department’s schedule of activities and engagements related to regional energy cooperation.

He joined the Department in 1998 and has held several key positions, including Chief of the Planning Division of the EPPB. In 2021, he assumed the role of Assistant Director of the Bureau.

Prior to joining public service, he was part of the academe, serving as a lecturer at several educational institutions, including the University of the East, College of the Holy Spirit, Far Eastern University, University of Makati, and San Beda University. He also served as Senior Researcher and Energy Economist at the Asia Pacific Energy Research Centre from 2014 to 2019.

Director Sinocruz holds a Master’s Degree in Economics from the Asian Social Institute and a Master of Business Administration from San Beda University. He also earned a Postgraduate Diploma in Strategic Business Economics (Executive Class) from the University of Asia and the Pacific in 2021.
