Serena Thi To serves as a policy analyst with the Government of Alberta, where she works on investment attraction and industrial strategy. Before entering public service, she was a Senior Research Scholar at the Asia Pacific Foundation of Canada. She also spent several years in the private sector, working in corporate strategy and mergers and acquisitions in the AI data centre and digital infrastructure sector. She holds a Master of Public Policy from the University of Calgary, and her research interests include compute governance, AI infrastructure geopolitics, energy security, and Indo-Pacific trade policy.
