Kenny Huang
Dr. Kenny Huang has been deeply involved in global internet governance policies, representing the Asia Pacific region or Taiwan in the formulation of global internet governance policies, making significant contributions to the development of the global internet. In the field of internet technology, Dr. Huang authored IETF RFC 3743, a specification that pioneered the development of multilingual internet, becoming a core standard for the global internet.
In the realm of global internet governance, Dr. Huang holds several key positions, including Board Chair of TWNIC (Taiwan Network Information Center), Executive Council Chair of APNIC (Asia-Pacific Network Information Centre, Australia), Trusted Community Representative of root DNSSEC operation, Chair of ICANN ccPDP4 (Country Code Policy Development Process), Co-Chair of the ICANN Root Zone Chinese Label Generation Panel , Advisory Council Member of DotAsia, and Board member of the Public Interest Registry.
In public policy, Dr. Huang serves in various capacities, including as a member of the Presidential Office’s Whole of Society Defense Resilience Committee, a member of the Executive Yuan’s Critical Infrastructure Protection Task Force, a member of the Executive Yuan’s Smart Nation Promotion Task Force Public Advisory Committee, an advisor to the Ministry of Digital Affairs’ Digital Economy Development Advisory Council, a member on the Executive Yuan’s Cybersecurity Audit Committee, a member of the National Development Fund Investment Evaluation Committee, an advisor to the High Prosecutors Office Computer Crime Prevention Center, an expert advisor to the National Science and Technology Council on policy, a member of the Universal Service Development Fund for telecommunications, an advisor to the International Cooperation and Development Fund, an advisor to the National Applied Research Laboratories’ National Center for High-Performance Computing, and an adjunct assistant professor at the Institute of Technology Law, National Yang Ming Chiao Tung University.
Dr. Huang receives a Ph.D. degree in MIS from National Chengchi University, a MSc. degree in Scientific Computing from South Bank Polytechnic London, and a BEng. degree from Tamkang University.
