On October 3, 2025, the Asia Pacific Foundation of Canada convened a Canada–India Track II Strategic Dialogue in Ottawa.
This second Canada-India Track II Dialogue, a joint initiative with the Council for Strategic and Defense Research (CSDR), took place at a moment of cautious optimism in the bilateral relationship. Following the June 2025 meeting between Prime Minister Mark Carney and Prime Minister Narendra Modi and the recent reinstatement of high commissioners, relations have shifted from crisis management to a pragmatic phase of step‑by‑step rebuilding. Discussions throughout the day underscored the need to translate the political thaw into concrete, institutionalized co-operation focused on economic resilience, emerging technologies, and energy security.
The dialogue brought together policymakers, business leaders, experts, and civil society representatives from Canada and India to discuss progress in the Canada-India relationship. Building on recent leader-level engagement at the G7, participants also identified practical steps to renew and deepen India-Canada co-operation.
Priority themes included trade and investment, critical minerals, energy security and climate, peace and security in the Indo-Pacific, and research and technology partnerships.
